Job Description

General Definition of Work

Performs specialized technical work supporting election-specific systems related to voting equipment, elections software and hardware, and other computer needs for the elections process including voting tabulation and website design/development.

Essential Functions

  • Installs new hardware and software or works in conjunction with county IT department to do so.
  • Assists Director of Elections in preparation and use of election setup, ballot preparation, and election tabulation hardware and software and preparation of reports generated by these systems.
  • Ensures proper operation of all voting equipment prior to election.
  • Prepares voting equipment for delivery and return for each election.
  • Installs equipment and computer system for early voting site(s); provides support and troubleshooting throughout early voting period.
  • Oversees and executes the maintenance and repair of voting equipment in accordance with federal and state regulations; inventories and orders supplies for voting equipment.
  • Conducts voting machine training for both technical and user level.
  • Maintains voting equipment storage facility.
  • Oversees small technical work group during voting equipment preparation for polling locations and as Election Day support.
  • Inspects and prepares supplies for each polling location prior to each election.
  • Assists with auditing of election returns and voter history reconciliation.
  • Conducts and reviews precinct surveys to ensure compliance with Americans with Disabilities Act (ADA) standards; assists Director of Elections in executing improvements to meet standards.
  • Works with county IT department to implement upgrades and/or updates to the State Election Information Management Software (SEIMS) as provided by the State Board of Elections.
  • Maintains county elections website.
  • Performs general office duties; answers telephone and greets visitors; receives inquiries and provides information or refers inquiries to appropriate personnel; responds in person, by telephone, and through correspondence to inquiries; provides information to the public, governmental offices, elected officials, media, candidates, political party representatives, etc., as requested.
  • Performs other related duties as assigned.

Physical Demands
Must be able to exert up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull, or otherwise move objects. Work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking and repetitive motions and occasionally requires stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; Vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly. Hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound. Visual acuity is required for preparing and analyzing written or computer data, determining accuracy, measuring devices, operating machines, operating motor vehicles or equipment, and observing general surroundings and activities.

Work Environment
Work requires primary exposure to the indoors; some work may occur outdoors with exposure to outdoor weather conditions; work occasionally requires working near moving mechanical parts; and work is generally in a moderately noisy location (e.g. business office, light traffic).
Knowledge, Skills and Abilities

  • Knowledge of federal, state and county laws, policies and procedures pertaining to elections and the ability to read, interpret and apply.
  • Knowledge of software and hardware applications needed in the election process.
  • Knowledge of computer hardware, software and networking and knowledge of data management.
  • Knowledge of various software applications including but not limited to Microsoft Office.
  • Knowledge of website design, development, and maintenance helpful. Knowledge of modern office practices, procedures and equipment.
  • Knowledge of general accounting/auditing principles.
  • Ability to communicate in both oral and written form; excellent interpersonal skills with ability to establish and maintain effective working relationships with associates and the general public.

Education and Experience
Minimum Education and Experience:
Associate’s Degree from an accredited college or university and two (2) years of experience, or equivalent combination of education and experience.

Required Licenses or Certifications:
Ability to obtain and maintain State Board of Elections certification; travel required. Ability to obtain and maintain NC Notary Public Certification. Driver's License valid in the State of North Carolina.

Job Type: Full-time

Pay: $45,538.00 - $70,584.56 per year
